Winy Maas stated in his inauguration speech that he sees his function primarily as quality control.  “The task ahead for architects is not to dictate but to seduce people to realise their own green dream. I see the Almere of the future as a constantly changing plantation.”

MVRDV developed for the city of Almere the general vision 2030, the development strategy Almere Oosterwold and the plan for Almere Floriade 2022. An adapted version of Almere Oosterwold titled Freeland is currently exhibited at the Venice architecture Biennale.
